Sale, Purchase in Newly Legal Colonies may Start in a Week


The Delhi government is all set to allow the sale, purchase and registration of sale deeds of properties in 1,000- odd unauthorised colonies that were regularised in October 2012 and January this year. The move, officials said, would benefit lakhs of people who had built their properties on private land, irrespective of the fact that the colony had actually been categorised a private land colony, a government land colony or one that came up on the ridge and prohibited areas.

“We have sent the file to the Lieutenant-Governor for his approval. As soon as the L-G signs it, a gazette notification will be made in this regard and people will be able to start registering the sale deeds of their properties,” a senior Delhi government official said.

“We hope to make notification within a week.”

Officials said the revenue department had carried out a meticulous survey and crosschecked the status of every ‘khasra’ or plot of land with the records available with them.

On the basis of those records, the revenue department had identified the properties that existed on private land as well as those that came up on government land.

“In the first phase, the owners of properties on the private land will get the title. In the second phase, the owners of properties on government land will be allowed to deposit the necessary conversion charges and get their properties registered,” the official added.

The Delhi government had regularised 895 of the 1,218 unauthorised colonies. These were given provisional regularisation certificates ahead of the 2008 assembly elections. It later regularised 91 more colonies. And since the assembly polls are due later this year, the government has now put on fast track the regularisation process of these colonies and is all set to allow the registration of sale deeds.

Delhi urban development minister Arvinder Singh said development work was already going on in full swing in 1,000odd colonies. Officials said the property owners would be able to reap the real benefits of regularisation once the registration of sale deeds start.

These colonies are also likely to witness a huge jump in property prices. There are chances prices may come on a par with planned residential colonies once the registration of sale deeds is allowed.

“The move will not only politically help the ruling party, the government’s coffers will also swell from the money it will collect from the registration of sale deeds,” said a senior Delhi government official.
